run doac portal as admin
(right click at the exe run as admin) Back to NF, NEW RA.

And if that doesn't work, manually delete Portal.exe and rename "update.Portal.exe" to "Portal.exe"
Be nice. :)

Check that your firewall is not blocking the patcher from accessing dolserver.net
Be nice. :)

TheKrokodil is on track with his suggestion. The error you're getting is basically saying that the port that the portal uses to update is in use (or blocked). You said you've tried killing the process and starting over, that rules out the lingering process. Try closing down other applications that could possibly be using the port, add the Portal client to Windows Firewall (or just turn it off to test), if it still throws the error - the issue lies with your router, which you should be able to grab the ports from Windows Firewall if you added the application to the exceptions list...
Of course, I just now realized TheKrokodil is a developer on the portal... Oh well, I typed it all out, and I'm going to post it! "No legacy is so rich as honesty." - William Shakespeare
