As of now, yes, there is a difference in XP gain in the same group.

Removing the no50-bonus in a group can be done but this means new players will lose the bonus.
I guess some will like this, others dont.

Edit:
Also I found a small bug I am fixing with tomorrows reboot where players with a 50 still gain the bonus.
