can you get a Char back if it was Deleted?

No. Chars get deleted with everything associated from database.

Not saying that you should or should not restore deleted characters, but that answer is a little scary. Do you not do regular DB backups?

We do backups. But restoring these will rollback the whole server and this is for emergencies only.
