Needing clarification on something. Mechanics needed.

So I think I found a bug in the DW mechanics, but I want to ask some questions to make sure it is exactly that before I submit it.

So with albion dual wield classes (inf/merc) they are supposed to ALWAYS fire the mainhand correct? I know offhand is just a %chance to fire and I understand that mechanic. I also know that mainhand can always be absorbed, blocked, parried, evaded, missed, fumbled etc. What I have been running into lately is that after the 3.9 delay (since I have a 3.9 mainhand weapon minus time for quick) my offhand will fire and my mainhand doesn't. So my offhand will swing 2 or 3 times in a row and the mainhand never swings. Iirc The mainhand has 100% chance to fire and the offhand has a smaller %chance to fire based on dw skill and + skill in template.

Anyone know the answer to this? I'm trying to find supporting documentation now and having an issue.

Sounds like you are auto-attacking. I think this is working as intended, but if you are using styles and the main hand is not attacking then there is a problem.

CD/DW would not always swing both weapons, but when both weapons did swing, they would swing at full damage. LA, on the other hand, always swings both weapons, but swings both weapons at a reduced damage rate. Both of these types would increase overall DPS as spec level in that line increased CD/DW by increasing the chance of both weapons swinging, LA by increasing the amount of base damage both weapons did.

Pretty much this, played a merc/inf/ranger quite a bit at this patch level, and can tell you that auto attack with offhand only is normal.
