Weapon procs (alch) & weapon speed mechanics

If a crafted weapon proc says it has a 10% chance to fire, is this proc rate affected by weapon speed at all? I wasn't sure if it's normalized or modified in some way.

If it's not, and this is a "hard 10%", then wouldn't some melee classes (especially dual wielders) get a lot of benefit out of using the fastest possible weapons for the most possible proc chances?

First time i hear of this "normalization". Why would weapon speed have any effect on chance to proc? Was this remotely ever a thing at any point in daoc?

First of all, please don't try to imply that all DAOC mechanics are simple, intuitive, and obvious Secondly, I guess the biggest indication that things may not be as clear as they seem is the apparent lack of dual wielders using fast weapons with DD procs.

In other words, why doesn't everyone do it? If it's really an across-the-board, unmodified 10% proc chance, a dual wielder (especially LA) would do significantly more DPS by using the fastest weapons possible... yet this is virtually unheard of over 15 years of DAOC melee, at least to my knowledge.

DmgAdd is DPS - so you won't get more damage out of it if you hit faster.
Using faster weapons to get your proc off more frequently is good in general but not effective in groups with an aug healer where you even get two 4.0 weapons at cap speed through haste buff and cele. For Alb and Hib it would offer more DPS but you would lack burst.
