So, I am on step #2 of Secret Orders quest which is crucial for a decent template. I can't continue the quest even though I gave the NPC the scroll necessary and my combat log says that she read the scroll (screenshot proof provided). Now I can neither continue the quest or abandon the quest because it can not be abandoned.

What do I do? Can I get a new scroll or get the quest removed or something? Would just like to know or get a clear answer if I can get this resolved. If not, I'll most likely quit playing.
