net Framework out of date error

I am trying to get the game installed, the launcher to be exact and it gives me a net framework out of date. Do you need Windows 8 to play Uthgard now-a-days? I have windows 7 still. If anyone has a clue on how to fix this error I would be greatly appreciated.

You MUST have:
Installed two necessary dependencies for the Uthgard Launcher:
Microsoft .NET Framework 4.6
Visual C++ Redistributable for Visual Studio 2015 for x86 (the 64-bit version will not work since DAoC is 32-bit
