Is this belt (Stob Crios) implemented?

I found that in later patches it should drop from the so called Glimmer Venlar, but this mob is not implemented at our patch level. So my question is: does this belt exist on Uthgard? If you could name the mob it drops from that would be even mightier, but I presume that could be a bit too much to ask. However right now it's like trying to find a needle in haystack without even knowing that there even is a needle in there. Peace. <Vanquish>

But lucky me there was another german source for that staff and it also lists Venlar for that drop. Neither me nor any of the people i know and asked ever saw him, and i ran the given allhakazam/bdoc loc several times (i regulary kill strikers in the area) without seeing him. I even followed 2 tips, 1 letting me follow the hill from this spot till the geists/knight valley south, the 2nd went checking the Maldahar spot (where Glimmer Viele is), did this several times, never spotted that damn mob. =( Kohi (Ench) \| Elegy (BM) \| Matcha (Druid) \| Keio (Menta)

Hopefully with a human drop chance? Wasted like a month behind a template stuck for this item lol There was a time when Uthgard 1.0 existed and maaaany toons and arrpees arose... but now:
