when will it be possible to hand in XP items like Fell Creature Tooth?

You're not likely to get a specific answer here because priorities change all the time. Make sure the issue you describe is listed on the Issue Tracker and then go ahead and give it a thumbs-up vote if you think it's important.

No, these are not currently in the game.

We're aware, but we have higher priorities right now :(
