Question about Parry.

I know the basics of Parry that its:

only guards from one target at a time and then.
5% base + Math for Dex + spec + RAs

But is there a special Rule for it?

I know the basics of Block rate is the same. but ITs special rule is:
but if a Duel wielder attacks you it cuts the block chance in 1/2
and the size of shield allows for more targets to block.

what about parry?

I believe parry rate is 1/2ed by two-handed weapons, like how block/evade is 1/2ed by dual-wielding weapons.
