How To Manually Access the "Menu Bar"?

First, I apologize for so much text but I play on a laptop and I'm unable to take screenshots.

I need help in knowing if there is anyway to manually access the "Menu Bar". The "Menu Bar" is a very long thin bar that shows your: exp and money, and then buttons for: journal, map, warmap, attributes, inventory, skills, spells, styles, and group. The "Menu Bar" also shows your internet connection (I believe the game calls it a perf meter) and after all that at the end of it it has a button that says "Menu".

Clicking on "Menu" brings up a small window called "Main Menu" which has a few options on it: Help, Interface Elements, In-Game Options, Configure Keyboard, Quit. Clicking on the "Interface Elements" option allows one to have access to a floating target window and a floating healers helper on the classic UI, but also has an option to toggle what it calls the "Menu Bar". Clicking on "Menu Bar" brings up the bar I described earlier.

My problem: The only way to access the bar described in the first paragraph is to toggle it from the menu described in the second paragraph which can only be toggled by the bar described in the first paragraph.

I can't seem to find any way to manually toggle either the "Menu Bar" or the "Main Menu" window, and I'm also certain these are recent additions to the basic live client UI. Why would something that gives access to major interface changes (floating target, healers helper styled mini group) be so difficult to access? The "Menu Bar" is a very dismissable thing when you see it because of how long and ugly it is so people can easily miss out on these useful UI changes.

Any help would be greatly appreciated.

I couldn't find a particular bind or menu to get it back, but you can go to
C:\Users\[user]\AppData\Roaming\Electronic Arts\Dark Age of Camelot\uth2
and delete the 'CharacterName.ini' & '".ign' files to reset the layout to default (which restores the strip along the bottom)

Just don't delete 'char.bin' or 'user.dat' if you end up deciding to delete all your previous character layouts
If you can't see the 'AppData' folder it's set to hidden

The "Main Menu" window can also be accessed by pressing Escape on your keyboard. Unless it is disabled in the uthgard launcher options, so check your launcher options if you have the Escape menu disabled and then hit Escape in game.
