Dartmoor change

Has there been a change to Dartmoor in last 2 days?, have my character parked at tolukin and he has not spawned in last 48 hours, I even sat there once for 4.5 hrs to make sure someone else was not logging in and ninja killing him. He was at this spot before because I have killed him here many times.

In short: Yes, dartmoor should be more live like in spawn locations etc.
