Fetching pre-packaged content error

When i try to launch the game the launcher stops at Fetching pre-packaged content error it goes to 26% quickly and then it just halts forever. whats wrong?

Out of disk space maybe?

how much is needed? i have 18 gig free on that drive. also does it matter what folder i installed to? its in the C:\program files

im using windows 10

I hope someone can help me so i can play this game :(

i have the netframework and c++ redistributable 2015 x86, i tried with chrome and edge still get this problem
