Pretty much the same issue today.

Yesterday was the same problem but I solved it by logging out of the website and logging back in.

Today I've tried every combination of logging out and logging in, closing and opening the webpage, and hitting launcher and play.
Patcher runs then nothing. Uth.dll is an active program when I check on Task Manager as is the game.

Win Vista, Firefox and the game has always been allowed to run in regards to anti-virus. Killed patcher and reinstalled... I've done it all to troubleshoot something that decided to manifest since yesterday...

Can you try following the HowTo and installing the required software? I think the Visual Studio Runtime 2015 for x86 is the important bit you are missing.
