ForumFriar haste buff 19% ??

I remember friar haste buff being 38% when buff line spec is upgraded to the last tier of this buff Spall.
Regarding nixian build et, it is. In game, the value is divided by 2 and trainer shows me the last haste buff is 19%. Is that normal ? Does the 38% value is post 1.65 ? Am i missing something here ? |
