question out group VS lv of players in group XP

today i was helping a friend lv up on my hero lv 16 he was lv 10 ment... the XP growth for him was terrible he could solo kill a green for higher XP then the reds/ojs i was killin.

i know in the past uthgard had a % for the lowest possible member in group, is it still the same now?
