Patch target vs. useful changes

Well I looked around on different forums, but I couldn't find an answer, so I'm asking here. I know the patch target is 1.69, but what is with all the useful changes that were made after that? In 1.69 a lot of spell lines are completely, but really completely useless (mentalism, creeping path, druid nature to some extent, wizard earth, sorc matter, armsman crossbow, shaman mending, stormcalling, etc. etc.)

Will useful changed be applied to classes, always with the option to undo them if they turn out to be bad? Sure it's nice to have a certain patch target, but I guess we all know that 1.69 wasn't all golden as well.

If another thread is already discussing this issue, I'd beg to tell me, because I really haven't found it.

The goal is 1.69, even if it helps or hurts a class.
