Level drops wrong? hard enough as it is to get gold

here i am farming at Tepok's Mine. and low and behold. level 2 items dropping off of mobs that are level 25-30. it is hard enough to get armor and weapon drops. but do you think that you can at least make even level drops off of monsters instead of level 2 garbage please?

ZAM says they drop the stuff so could be correct.
