So if I understand this right, you will need to essentially have the Epic piece of armor for said reskin or have the particular effect you are looking for to have that effect put onto a new piece or armor/weapon. I think this is a good idea. This way you know the person getting the reskin/effect know's what they are getting. However, are there reskins you can obtain that are not Epic? In other words will we start seeing what we used to see with people running around in ToA reskins? I would check the merchant myself but i'm banned for another 10 days still.

So the "standard" reskin scrolls can use ToA skins?

Yes, no change to them other than we will now offer them through the Uthalis system and no longer do events with standalone scrolls (a la last Christmas)

Sounds like a good system, allthough I'm disspointed in myself for spending on my last effect scroll and selling off my chunk of Uthalis. I was almost up to 2k uthalis before I cashed them all in. Now I'm down to 200 something I need to get some time off work to hit up some more SI raids!! Was upset I missed the last ones

All dungeons have been logged, but there are a number of quests and a lot of mob ability details I need. Speak with me in IRC privately if you're interested.

The Woodsman, Tarboosh, Fur Cap, Stag, Bear, Feathered, and Leaf hats?

I know that Blue dont want any custom changes, but some changes are really nice from my point of wiev after many years playing daoc.. thats why i stopped already 3 times its just boring if you have all and it exist nothing more what you can get
