This isn't the first time I've had pretty severe latency issues, they seem to come and go. But lately it's been pretty bad; usually get some yellow latency which clears but this red latency that lasts 3-6 seconds makes playing a real bummer. On inc or during RvR I end up warped 30feet away sometimes

So I did a tracert (hope I picked the right target with server.uthgard.net) and have a few questions hopefully some of you in the know can try to answer.

Why am I seeing a request timed out on the first hop, which I assume is my router/modem? I've done tracert's in the past and don't ever recall seeing a timed out request that early.

Everything seems fine until the 6'th / 7'th hop, that sound right?

I'm not sure I can do anything on my end to avoid, or at the very least, decrease this in-game latency since I'm at the mercy of my ISP and the hops along the way to the game server.
