Hero RR5 ?

Ok i noticed in some threads people talk about the hero having had a rr5 the was 50% evade, instead of tactics (group 10% block,parry,evade)

I tried to look for a solid thread discussing this but never found 1. . . So my question is, Are hero's suppose to have tactics or this 50% evade rr5? b/c i think the 50% evade would be better then 10% all...
Battle Druids quite possibly the best class EVER, they need to be fixed on uthgard!!!!
