I had the same issue on my lvl 42 rm, Rune of Shadow, the level 37 dark spec nuke hits the lvl 50 doll outside Jordheim for 226 to me and the lvl 38 Munin's (Spec nuke with 10% debuff cold) hits for 226 too on the first cast (debuff not applied yet) and 240 on further casts when the debuff is applied.
Something must be wrong cause Rune of Shadow has a 173 base dmg and Munin's claw has 139. |

its also the same issue with the debuff nuke of the ice wizzard
lower delve debuff-nuke (before debuffing) > higher delve normal nuke |
