will it be going to Crossbow 25? 1.08 on live had the swap from RR5 snapshot to RR5 Soldiers citadel and put snapshot under crossbow

Methinks he means 1.81, sooo no. while im sure every arsman would love to have citadel+DD cheese to ward off the light tank zergs, there will be no such balance here.
