question about charge and relic carrier

I'd like to know if a relic carrier can use charge Realm Abilite while is carring the relic. At least for the no root, no mezz, no slam, no stun of any type....
don´t let yourself fool from Old RA´s and people
who say they will be good for the server.
they are NO solution..
