Works for everyone. The interval which the porters spam their porting casts is just lowered  so all on pad still gets ported. |

Currently it applies to overall population of one realm in OF. It is to measure the off hour criterion. The condition is usually met around 0:30 and 1:00 CET from what I saw but depends on the amount of action which is still going on there and the realm.

I'm a Hib player and think this is a great change. I could really care less if mids/albs port back out faster then I can get out there. If I win the battle then they can just get back out faster for me to kill them (or be killed by them) faster
