Well 1st of all I would not cap charisma.
I know that sounds weird but it's "only" DD-damage & manapool.
If it is similar to the Skald you only loose like 1-2 % of the damage of the DD's which is quite few. But you can test your DD-Damage with cap Charisma & without maybe to be sure.
Manapool - well you will need more Manapots but that's not that bad at first.
Also don't cap Powerpool.

Other stats are needed more somehow:
Str: needed when wielding your weapon (which makes it much easier)
Con: HP (dont put it on instruments or weapons - when you switch you loose hp :( )
Dex: Castspeed for AE Mezz - (not for Flutemezz I think), also dmg if you are thrustspec
Qui: Evade & Attackspeed

Resists is such a thing...I think every Dmgtype is used by some class. I would cap every resist if possible. Even if ppl say Spirit could be slighted I don't think so since many ppl use ddprocs of this dmgtype.

Let's check skills:
Weapon: only needed when wielding weapon
Instruments: charm
Music: ??? maybe resistrate of spells...hmmm wouldn't cap this maybe ^^

+bonus in instruments higher your DD dmg output. And I would (!) cap charisma, cause its your main dmg output, cause melee dmg as minstrel sucks really.

The epic is junk and you will definately need better at lvl 50 (i would say it is barely good enough for thidranki BG)

But after 4l2 in thid, you should have a few plat saved up to get a template as well as decent RAs... If not i do recomend the Ellyls because minstrels can charm either the ellyl Sage or ellyl Windchaser(aoe) pets, which both DD the enemys, and make killing other ellyls very easy with your 9s stun. So with junk equip u can easily make some money on a minstrel and afford a template

Get some 99% chain and 99% weapon/sheild/instruments.

And un- class specific jewelry to consider which is cheap:

DF diamond seal necklace
gem of the spirit abhorrent
DF saphire seal belt
Tajendi Quest cloak
Runic Giant Ring (or the other varient)

jewelry thats a bit more pricey

Bracelet of the Winds (taj)
Gatekeeper Bracelets (DF)
Shark Drops: cloak and necklace (megalodon.. now drop from Evern/GK/Giant)
Cloak of the Earth

Okay
1. cap charisma ( one point will give you 0,675 dmg )
2. if you spec slash , dexterity isn't that important
3. cap constitution and hitpoints (!!!)
3.1. strenght and quickness are important if you want to melee alot .. i prefer kiting on minstrel, takes some practice tho but it's the only option to win against higher rr enemies so i would gimp quickness first and then , if you can't afford the points lower the str.
4. resis : important resis are : melee ones( cap them all ) body resis ... if you play grped you need alot more resists capped which don't matter that much when playing solo ... but you should cap heat, cold also besides melee res and body
5. means not as important as those mentioned above are : energy, spirit , matter. if you have to lack some resists take those... if playing solo , matter resists are pretty important because lots of players are using dot procs which are matter dmg based.

Skills :
capped instruments is nice to have ( increases dmg and gives you the ability to charm pets in a safer way )
Weapon shall be capped
Stealth : depends on play style , you have to decide if you want it or not
Nefcait : Bard
Gua : Enchanter
