If you log in an account and the password is wrong, the server notices that. If this happens 10x within a certain time window, your ip address will be banned for 1 hour due to security reasons. After that, each invalid attempt to log in will lead to another ban of 1 hours.

When the password is right and you only see the "banned" log-in screen it won't add an additional hour.
