Should this be possible?

Please note that critical shot will work against targets that are: sitting, standing still (which includes standing in combat mode but not actively swinging at something), walking, moving backwards, strafing, or casting a spell. Critical shot will not work against targets that are: running, in active combat (swinging at something), or mezzed. Stunned targets may be critical shot once any timers from active combat have expired if they are not yet free to act; i.e.: they may not be critical shot until their weapon delay timer has run out after their last attack, they may be critical shot during the period between the weapon delay running out and the stun wearing off, and they may not be critical shot once they have begun swinging again. If the target was in melee with an archer, the critical shot may not be drawn against them until after their weapon delay has run out or it will be interrupted

What i wonder is at what speed is running. When just hitting forward? Hitting forward and getting to your max movement speed ? or what. I notice on uthgard, many times a enemy will just flinch foward and ill miss a Critshot. I know seeing some classic videos, they do get CS on those kind of targets, its only when they are moving and not stopping. I think it should be when you reach your max normal movement speed, so that just hitting foward for a sec or something simular will not avoid a CS. I also wonder how lag affects that.

I have gotten Crit Shots on targets that "flinched" forward, like you said Eclipsed. I think you're just lagging.

na, my lag isnt that bad. Sometimes it makes it , but there is times they just move a little and it will fail. While the arrow is in flight. But it isnt too bad, just curious on what it is coded as on here. Like how many units of movment is required to be considered running for CS.
