Service not available. Port problem?

When I try to connect through DAOCPortal after a long wait on the standard loading splash screen before the character select menu I get the "service not available" message. So I'm thinking it's probably one of three things:
1) This computer is just too damn slow. It has about 512 mb of ram and a 1.3 ghz processor. I realize I wouldn't be able play on it but I wanted to see if I could connect before my buddy mailed me his old laptop overseas to me. 2) I'm not on the correct patch version, and I can't patch to the current live EU version because I get a connection error there. 3) I have a problem with my ports. I tried to configure WOW to play, but the University I'm studying at has those ports blocked so I was wondering if it would be possible to get onto DAOC. They also censor the internet, which is annoying but I guess slightly beside the point. So I think 2 and 3 tie in together, if I was able to get patched to the newest version is there a way to connect through DAOCPortal that doesn't use the standard ports that are blocked here? Thanks for any help, I can check more things if anyone has something to suggest! Edit- Here's the error message that daoc portal gave me: The client could not connect to the server specified. Either it is not online, or you used a wrong ip/port. If these are not the reason, you may try to update your client to an EU version, as this error is also displayed if the client is not supported by the server. Ping google.com: failed |

seems like daocportals connection is blocked - possibly by the ports being blocked from your uni

Are there any possible workarounds that I could look into or is it pretty much hopeless if they're blocked by the company that runs the residence hall?
