Would it be possible now that the solo/smallman community is finally dead and buried, to scale down the solo mission timer from 30min to like 15min?

Why? So that the visible non speed classes who like to go out solo (if any of those still exist on this server) have something to do other then pve when they dont have the luxury to play on primetime.
