Is it supposed to be a 2 sec delay for a DD charge to be casted? I think it was instant cast on Live, but Im not really sure. Bug or Livelike?

It was insta cast on live... as soon as you pressed use+item

depends,
crafted dd/dot charges are instant
some drops with dd charges upon, gotta delay
