Does a style's To-Hit bonus reduce enemy defense rates?

I'm a bit confused about how defense penetration is supposed to work. It seems that using detaunt increases your chance to evade, but I've been told that a style's to-hit bonus has no affect on an opponent's defense rates.

Could some one clear this up for me? Why would a style's defense bonus increase evade, but a style's to-hit does not reduce it?

A to-hit style bonus improoves your chances to hit by a percent depending on that bonus (low medium high). Has nothing to do with enemy defenses.

And the defense bonus lowers this chance to-hit by the same percentage.

However, it also seems to boost defense rates. This doesn't make sense if the To-Hit bonus doesn't lower those defense rates by an equal percentage.
