On the one hand as far as I know it is PvE only... but I do not know exactly and the patch not does not say anything about it.

On the other hand I do not see any reason why it should not be applied to RvR.

It would be more comfortable for the players, when simply the highest player of the group would be taken for that calculation. But as could be seen in the past, comfort is no argument on Uth :(

PvP doesnt use level differences. So its not needed there.

Checked on live. The low player is only raised to 90% of the group leader level. That makes sense, so the level 17 player is calculated the same as the level 18 player in the level 20 group.

Yes and then this makes sense:
- This adjustment kicks in when a player approximately 90% of the level of the group leader or less joins a group.

So everyone in group is calculated as at least 90% of leader.
