I was wondering if + to shields, like if you SC +4 to shields on to a shield you craft and put it on like a ranger, who can use small shields, will you get the 4 skill bonus to increase block chance or does it only work if you can spec shields ?

Should only work with shield skill.

ok i figured that. Even with just stats increasing shield on my ranger, i get a decent block rate. Only way to stun with blades right now.

By all accounts the blocking rate for non-shield classes has been much too high after the block rate fix, this has been mainly spotted on support classes but pretty much everyone who can wear a shield "benefits" from it.

Ya i noticed that , when i went to kill some yellow/orienge mobs and grabed a lvl 28 shield for my lvl 48 ranger and the block rate came to like almost 30%.

well of what i seen was a very short test, so i could see what kinda blocking i was doing, so i dont think it would be exactly 30%, if i did a 1000 hit test or so. But ya being a celt, with 40 PF does help it alot. But what do i want, an extra swing 50+% of the time or 20-30% extra defenses with blocking and the use of horizon blade to stun.

The base block chance should be 5% on every class iirc, not 25. Although it really feels like clerics/healers/druids etc. block like 25% of every hit. Bit offtopic but I dont see this "healers-block-way-too-much" issue mentioned enough in this forums.

I already notice this, maybe it's due to the high dexterity ?

dex affects blocking rate tremendously. thus support classes with buffs usually block quite decently even without shield spec
