npc not giving quest

I'm a necro 47 in cornwall, there is a npc named Adaliae Ruthic, she offers a quest about a weird necromancer obsessed with power, i try get the quest but when i click [world] it just repeats that passage.
Ryping "world" in chat did not help also.
Not sure if its a bug, thought i mention it.

they shouldnt have been offering this so I've removed it.
