I'd like to ask a question that I've been wondering...and haven't had definitively answered before:

Does a dual weild attack effectively penetrate 50% of the targets evade chance?

If so, is that penetration always happening, or only when both weapons swing (DW/CD users)?

I haven't pvp'd on a dual weilder since my RR4 inf around ToA release days...and I've seen conflicting info regarding def-pen from dual weild on evade.

I'm fairly certain dual weild attacks effectively half block chance.

I'm fairly certain 2h attacks effectively half parry chance.
