Cad Goddeau quest line

Before i appeal i want to make sure it is actually bugged for me.
I'm a level 28 Valewalker. I'm at step #5 Cad Goddeau: Find the merchant Callough on the road out of Moher, and give him the scroll from Druid Harkin. Ask him how druid fought druid. The problem is i have no scroll. I checked my personal vault, my house vault, nothing. went back to Druid harkin, see if i could talk to him or something, nothing. Any ideas?
