Anyone know if this drops on Uthgard, and what if any effect the 95% quality has on DD damage?

Well as I just found a post from someone selling I guess the answer is yes although the stats need checking, I'll try housing later. The quality question still stands though :) looks like the utility on this is higher than you'd get from a crafted 99%.
