Edit: I see you know the proper steps from the issue tracker so I am not sure what you did wrong but something went wrong.

I can show you the ring if you like. Now maybe something else is broke I dunno but as of two weeks ago maybe a little more it was in.

Revelin's Ring is implemented, i do have it also. You have to give the Delvin Horn to the Donnchadh, after that give the Cursed Gem to Revelin to get Revelin's Ring.

Yes, last step, after defeating Cailean. It can (easily) be missed because your questlog don't give you instructions.
