Slowest Offhand Blade?

I know the slowest crafted is 3.1 speed. Is there anything slower than that that drops?

Also, are the Blade styles like they were around 1.80, for example the best anytime was Fire Blade (18) + Spectrum Blade (39). Or are the Blade styles like they are now where Prismatic Blade (44) is the best anytime style to use?

I advice you to use a 4.1 right handed and a 2.2 Left Hand.

Without TOA bonus the best setup is to use the slowest in main hand and the fastest in offhand.

Do you know of anything slower than a 3.1 crafted offhand? And I guess you know nothing about the style question I just asked?
