where is Arawn Commander?

i am doing the last step of Secret Orders Quest...
but i can't find the Arawn Commander... web site say 26k 6k ...but nothing there... anyone has any tips? |

actually the step isn't worth it. the xp is very low and the item doesn't salvage for much.
i found him once in Pennine, near the border to Hadrian's, maybe at 45k, 5k. this is out of memory. |
