IMO, reroll.

avalonian lacks the dex you need, especially on uthgard where there is only +75 dex tempalted and no % casting speed.
saracen gets the most bang for their buck on dex, and is the best choice.

however, if you want to dps a bit too, inconnu isnt a bad bet. they are the halfway pt between avalonian and saracen. getting 70 dex and int. where they excell is havign more constitution than either other race. and, being an SI race, they have an additional 5% racial resistance. for the true min/maxer, at high rr inconnu is a decent choice. on live, I had a high rr inconnu sorc and loved it. with a solid template there you could break 2000 hp on a caster. here however the extra few pts in con and resistance to an uncommon dmg type wotn help a whole lot.

seeing as you will spend ages at low realm ranks, saracen is the best option for uthgard. even a saracen here could safely run aug dex 4 or 5 and get benefit from it (although most stop at lvl 3 or 4).
