Well.. i just wanna suggest Uthgard's staff one thing:

Guys, if you finally gonna implement Old Frontiers i would strongly recommend to prepare a nice announcement (through daoc portal launcher or wherever ) in order to cacht the attention up of as many players you guys can.

Old frontiers is very atractive for those players who are tired of I50 servers ( where you get rr11 in 3 weeks ) but are afraid about coming to Uthgard and being stuck at lvl 3x due hard exping and low RvR action lately.

So give better exp bonus ( i noticed you guys did it after my post ); without understimate current players effort , who have been leveling for months.
Implement free level system, at least 1 level per week, its a feature alive in all servers types on live servers.

Im sure that if you guys make nice publicity about all of this, this server will grow its population, and whats more important, will keep its classic spirit.
