What is the required low population number for this to occur? Why are some people getting it and not others? Is the bonus static or fluctuates with population?

At the time we encountered this bonus there were 492 players online total. I dont know if its based off how many totalplayers or if a realm is outnumberd heavily (like Against all odds bonus in Warhammer online. Between the hours of 2 AM and 11 AM (CET), all player kills in EMAIN MACHA only will grant a +25% realm point bonus. The change didn't get noted in the changelog, I'll see about adding it.
