Apparently, the arrow (which is in mid-air when you toggle RF) still retains the fixed +100% damage, but has a chance to crit because your char isn't in "critshot mode" any more. This means you can get up to 250% damage, provided your target meets the critshot criteria (i.e. standing still or walking/stealthing, not in melee combat etc.).
