20 levels is a horrible exaggeration and impossibility. And what happens after you cap RR eh ? You won't see many enemies when you're 2L2 and level 20ish.

This is what I though too, but then I checked 1 thing.

I made a character, exped till 28 (with a soppr sm, sof ast exp, I needed 3 days) and went in Braemar. There I made from 28-30 and did from rr0->rr2l0 in 1 hour of rvr, rvr where I almost always died. Then I said "I want to be max level for a bit at least" and went to exp till 35 (it took abou 1 day). At 35 I went in braemar, and in 20-30 minutes (time to solo kill 3-4 times a couple of yellow albs) I made from 2l0 to 2l2.

Then, after sayng so many grays in braemar, I went there at level 6.
In 3 hours I made from lv 6 to 28 and from rr0 to rr1L9. Then a week later I logged again that char and made from 28 to 30 and took rr 2L0.

After I was kicked from bg with my lv 35 sm because of rr2l2, I was so bored to being again gray to enemy in wilton after I exped almost all levels, that I didn't touch this char anymore^

I'd find it right to put rr cap at 2l5 (wilton 3l5, thid 4l5) so it would have sense to exp till max level before going in a bg.
If you go braemar at 35, you will make from 1L0 to 2L2 in 1 hour max. If you count that you need around 1 week to make lv 35 (with a class with no special advantages in pve) I can't restart exping for lv 43 after only 1 hour of rvr^
