Is it true that you have to cap rps for the BG, in addition to taking the keep, to complete the BG quests?

Testing found this to be true, but that was EARLY beta, not sure if it was ever changed.

Can confirm, you need rps to complete the quests for taking the keep. Will not work if you get rps in frontiers at later levels.
