Armor Look

The guild bureaucrat at the hall of fellows in Camelot looks like a Highlander in scale armor, however I would love to know if that armor is able to be made or worn by a player. I like the scale skirt over the kilt and those shoulder pads. Is there no way to look like that or close to that in game?
I did try crafting a basic scale set and it did not do the same thing. |
