can i play on this server with a fully updated US client? or does it have to be updated with the EU client if so can i update my US client with the EU patch?

As written in the news (and so many other threads...) there are environmental incompatibilities between current EU (1.89) and US (1.90+) versions. So, NO you CAN'T use a US client to connect (unless it hasn't been updated and still is 1.89).
