from the picture I am unable to determine the exact cause of your problem.
Please provide a little bit more information like:

1) What's your in game ping-window status at those times?
2) What is happening on screen when it occurs?
3) Where are you located when you play?

Regarding ping times and overall connection checks please sent at least 1000 WinMTR packets to Blue.
